On the afternoon of November 2nd, Gu Kun, Member of the Municipal Standing Committee and Executive Vice Mayor, visited our district to inspect the construction of the Huai-Kun Taiwan-funded Smart Manufacturing Industrial Park. He convened a symposium to address related issues, accelerate the park’s construction, and enhance its development level. Participants included Huang Keqing, Deputy Secretary-General of the Municipal Government; Zhou Haibin, Director of the Municipal Taiwan Affairs Office; Chen Haiyang, Secretary of the Party Committee of the Municipal Bureau of Natural Resources and Planning; Shi Ying, Commander of the Huai-Kun Taiwan-funded Cooperative Industrial Park Headquarters; Zhu Qun, Deputy Director of the Municipal Ecology and Environment Bureau; and district leaders Zhang Xiao, Yan Fu, and Dai Xiangfeng.
Gu Kun’s delegation first visited enterprises such as Feitelle Communication, Zhanyang Props, Youqing Intelligent Environmental Protection Equipment, and Xinsheng Microelectronics Technology, as well as the demolition site in the west zone of the industrial park. They investigated the operational status of the enterprises, had in-depth exchanges with enterprise leaders on matters such as the business environment, facility support, development plans, and current challenges, and learned about the park’s integrated planning and development. At the subsequent symposium, Gu Kun listened in detail to reports on the implementation of projects in the Huai-Kun Taiwan-funded Smart Manufacturing Industrial Park, the park’s construction and development plans, land and other factor guarantees, as well as follow-up promotion plans, work suggestions, and issues requiring solutions at the municipal level. Departments such as the Municipal Bureau of Natural Resources and Planning and the Municipal Ecology and Environment Bureau provided on-site responses to relevant questions.
Gu Kun emphasized that the Provincial Party Committee, Provincial Government, Municipal Party Committee, and Municipal Government attach great importance to and care about the construction of Huai’an’s Taiwan-funded highland. It is necessary to further raise the strategic perspective, prioritize the construction of the Huai-Kun Taiwan-funded Smart Manufacturing Industrial Park, and strive to build it into a showcase window for the city’s 'symbolic significance.' The speed and quality of the park’s development will not only affect the industrial breakthroughs in Huai’an District but also the creation of the city’s Taiwan-funded highland. Municipal and district levels should establish special work teams to focus on project recruitment and resource coordination. In project recruitment, district leaders should take personal charge, pay close attention, and fully promote project signing and implementation. At the municipal level, a scheduling meeting for the park’s construction will be convened monthly in principle to address issues, while giving priority to the park in project and investment resources to achieve breakthrough progress. In terms of resource coordination, municipal and district levels should work together to ensure factor resources and actively strive for policies from higher authorities. Functional departments should emancipate their minds, take bold responsibilities, strengthen coordination, and provide proactive services to fully resolve related issues and provide a solid guarantee for the park’s construction.
Zhang Xiao, Secretary of the District Party Committee, stated that the construction of the Huai-Kun Taiwan-funded Industrial Park is a rare and significant development opportunity for Huai’an District, which has always been promoted as a top priority. Since this year, with the care and support of the Municipal Party Committee and Government, significant improvements have been made in the park’s infrastructure, project recruitment services, and business environment construction. In the next step, Huai’an District will follow the deployments of the Municipal Party Committee and Government to further fill gaps, accelerate project recruitment and construction, adjust the land and space planning, promote integrated industrial layout, and improve project supporting facilities to lay a foundation for the overall development of the district. It will strengthen internal coordination, enhance initiative, plan proactively based on a clear understanding of the situation, and advance various tasks with precision. It will accelerate the approval of environmental assessment plans for the district, speed up contiguous housing demolition to create conditions for the settlement of major and high-quality projects, and closely integrate with the institutional reform of development parks to streamline park relations, enable the park to operate with light burdens, and accelerate the construction of a Taiwan-funded agglomeration highland.
