During this year’s legislative session, Wang Hongyang brought exciting news: his company has, through innovative R&D, overcome material and process challenges in the field of low-temperature co-fired ceramic (LTCC) RF filters in less than five years. By leveraging advanced processes and high-precision techniques, the company has achieved mass production of multiple high-performance LTCC RF filters, breaking the monopoly of overseas enterprises and solving the 'chokepoint' problem in high-frequency filters for 5G mobile communications. In 2023, over 95% of its products surpassed the standards of industry-leading enterprises. By 2024, its production capacity is expected to match the combined total of current domestic capacities in this field.

However, Wang Hongyang also pointed out that compared to cities in southern Jiangsu, northern Jiangsu still lags in talent appeal. To attract more talent to work and start businesses in northern Jiangsu, he proposed the following:

Further incentivize real economy enterprises in northern Jiangsu to hire talent from outside the region, offering rewards to companies that recruit high-tech professionals.
Establish a multi-win policy framework involving the government, enterprises, and talent, such as joint government-enterprise support plans, to fundamentally address shortcomings in talent recruitment and retention.
Integrating Industry Chains and Talent Ecosystems
Link talent introduction to local industrial chains, guiding enterprises to collaborate with universities and research institutions to cultivate 'industry-tailored' talent.
Improve supporting facilities (e.g., housing, education, and career development paths) to enhance talent retention and create an environment where talent can 'settle physically and mentally.'
Wang Hongyang emphasized that talent and industry form a 'mutually reinforcing loop': industries provide platforms for talent to realize their value, while talent injects innovation into industrial upgrading. By strengthening policy support and optimizing the talent ecology, northern Jiangsu can transform its 'talent gap' into a 'talent dividend,' driving technological breakthroughs and industrial upgrading, and ultimately achieving high-quality, sustainable development.
